MUMBAI: The Bombay University and College Teachers' Union has written to the vice-chancellor, highlighting gross violation of rules by self-financing engineering colleges. In its letter, the union has claimed that there are large-scale faculty vacancies, salaries are not being paid in time and exam planning is leading to malpractices.

The Madhya Pradesh high court struck down reservations for scheduled castes and tribes in government job promotions on Saturday, an order that affects over 30,000 employees and officers with possible implications in other states.

The division bench set aside promotions under the 2002 Madhya Pradesh Public Service Rules – that reserve 16% posts for scheduled castes and 20% for scheduled tribes in elevations – saying they violated Supreme Court guidelines.

Reservation in promotion

Extant instructions of DoPT provide that reservation in promotion by non-selection method is available to SCs and STs in all Groups i.e. Group A, B, C & D. In case of promotion by selection method, reservation is available to SCs and STs upto lowest rung of Group A. There is no reservation in promotion by selection within Group A. Reservation in posts by promotion under the existing scheme is applicable in which the element of direct recruitment, if any, does not exceed 75%.
